The United States has improved security in many ways since the Sept. 11, 2001, attacks, but much more is needed to fight terrorism.
Recent reports, studies and analyses reveal troubling areas of vulnerability and a puzzling reluctance by the Bush administration to try aggressively to plug the gaps. Some examples:
...A nonprofit health advocacy group reported that nearly two years after the anthrax attacks, state public health laboratories are unprepared to deal with a chemical terrorist attack. The Trust for America's Health
found coordination among authorities, planning, and equipment and training all lacking.
